Unable to forward some mails as attachment to other mailbox

Currently, we have two functional mailbox migrated from 2007 to 2013, and there are rules for any mail arrived, it will be automatically forward the mail as an attachment to other mailboxes. However, after migration, found that the mail seems can't be forwarded as expected. There is an error "Agent generated message depth exceeded". Anyone has idea please?? Thanks!
