EWS Throttling reset counters

A customer of mine has an EWS application that makes reads and writes to 10k+ mailbox calendars.

We cannot give the account application impersonation as it has explicit calendar permission only.

The account is being throttled after 3-4 days of operation, we keep upping the policy to where it is now 7X the original settings. The current EWS throttling settings are shown below.

EwsMaxConcurrency : 54

EwsMaxBurst : 1800000
EwsRechargeRate : 300000
EwsCutoffBalance : 21000000
EwsMaxSubscriptions : 10000

IsServiceAccount $TRUE

When the throttling limit is exceeded (usually MaxBurst) the budget number goes very high and the application builds up a huge queue. 

I am wondering firstly how to reset the EWS counters for the account used by the application so it starts again from zero?

I assume the counters and limits are stored in the EWS application pool on the server hosting the mailbox of the account used by the application?

The current process to restore service is to move the service account mailbox to a different database which clears down the counters then increase the limits again.

We dont really want to go unlimited on the policy as we dont want to impact our exchange servers but there is very little information on how to scope throtting policies or how to "reset" them when a limit is reached and requests start to queue
