Exchange Junk Mail Re-evaluate entire mailbox

Hello,

Today I gave a user a new computer and when he logged into Outlook with his Exchange account he noticed something extremely strange. He generally keeps his Junk Mail folder cleared out as lots of legitimate email are apparently caught by Outlook's junk mail filter. Today he noticed that he had 585 emails in his junk folder including a lot of emails that he had previously moved from Junk to somewhere else in his folder structure.

Until today it was my understanding that when a user dragged an email from one location to another in Outlook that the message was physically moved the same way that files would be on the OS if you moved them between folders. But this behavior makes me wonder:

1 - Did Outlook re-evaluate all messages in this users inbox?
2 - Is Outlook/Exchange not physically moving messages but instead simply marking them on the local PC as moved?
3 - Any other ideas of why this might have happened?

And more importantly does anyone have any idea how I can prevent this from happening again?
