Exchange 2013 Seems to block Password Enable Word Documents

Hi.

We are migrating away from our two exchange 2010 servers to 2 replacement Exchange 2013 (with mailbox and Client Access roles only - No edge Servers).

At present the new servers are set up pretty much default (with exchange malware scanning disabled) and they are in a co-existent state with the 2010 servers with a couple of users migrated to 2013.

Client PCs are Windows 10 1903 with Outlook 2013.

Our issue is that we cannot send or receive a password protected document for any users on the new servers. Outlook sends these as a normal mail attachment and then we see nothing delivered or logged that we can find to explain what has happended to the message. There are no messages stuck in queues that we can see.

As we have disabled malware scanning at install (and confirmed these are disabled with the powershell get-transportagent "malware agent" which shows the "Enabled" value as "False", and have no mail flow policies/edge servers I cannot work out what is stopping the delivery.

Standard attachments and word docs can be emailed without issue so this does appear to be a malware type setting/issue.

Any advice on troubleshooting this would be appreciated
