Transport rule massage language

Dear All,

I did create transport rule to prevent sending emails outside the organization "reject with explanation" and its working fine. The issue is the explanation massage is in Arabic language and not showing to the user(s) "?????????". I did check Arabic language on the server and its there. How can i display it for the users using OWA or MS outlook.
