Limit attachment size by Mailstore -- Exchange 2003

Is there a way to set a limit on attachment size per mailstore?  The company that I work for had that set up in Groupwise and it was supposed to be converted over.  They have been working under the asumption that i is in place.

The intention is to limit users in Mailstore 1 to 2 meg attachments, users in Mailstore 2 to 15 meg attachments and users in Mailstore 3 unlimited size.

We are running Exchange 2003.  All users are currently unlimited.

Is thaere any way to control the attachment size in this manor?
