services won't start

Whenever my Ex2013 server is rebooted, there are a lot of Exchange service are not starting. If I start the services manually, they works fine until the next reboot.  

In event viewer, the main problem seems to stem from 1 service that everything else is dependent on.  "MSExchangeADTopology".  

All of them are set to 'automatic' startup, including MSExchangeADTopology, they just do not start.

Any tips on what i can try to get this important service to start automatically?
