After mailbox move from Exchange 2010 to Exchange 2013 everyone can sent on behalf from outlook

We have Exchange 2010 installed.
We upgraded to Exchange 2013. All mailboxes moved to E2K13.
After the update everyone is able to send on behalf of everyone.
It doesn't matter if Outlook 2007 or Outlook 2013 is used.
It only works when a message is selected and from the 'other actions' menu 'resend this message'  is selected.
The from field is changed to an other user and mail can be sent. (when I create anew mail and from is select; it's not allowed; so that is good)
It looks like when Outlook client is in online mode it doesn't work (which is good), and in cached mode it's works (bad). I do get a popup saying 'you do not appear to be the original sender of this message. Are you sure you want to resend it) when selecting YES, I select from and the mail is sent. When selecting my name as from: the original name is displayed in the from field

If the mailbox is on E2K10 the behavior is as it should be.
We have created new user new mbx but no effect. User placed in OU with the default security.
We use Exchange 2013 CU1; but CU2 has the same issue.

Does anyone have the same problem?
