Connectivity issues between two Exchange Servers in different sites

Hello

I have an simple exchange environment with three servers (from this point forward, they are referred to as server1, server2 and server3). One of the servers (server3) is having difficulty with certain administrative tasks via ECP. We noticed a discrepancy between the ECP panels from server1 and server3. Fir instance I created a public folder a while back on server1 and while its visible in the list on both server1 and server2, server3 does not list the public folder.

So I tried creating a public folder on server3 and this error appears:

Cannot open mailbox /o=First Organization/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Configuration/cn=Servers/cn=server1/cn=Microsoft System Attendant.

(please note that I checked the Public Folder Mailboxes, and they enumerated fine on all three servers)

Obviously I took to the forums and google, and none of the solutions posted worked. I did find one post however that suggested to use the test-mapiconnectivity cmdlet. Which i did.

I ran the cmdlet from server3 and tried connecting to the server listed in the error (server1) which hosts the System Attendant Mailbox. This is the error I received.

Now the funny thing is, when I attempt this same command from server2 connecting to server1, it returns a success.

At first I thought this was something to-do with a firewall rule. However I cannot see anything blocking communication between the two servers. And the error is very vague so I am unsure what I am really looking for.

Please can someone help with some steps or issues I should be looking for?

Any help is greatly appreciated.
