Exchange 2007 and how to set a new user GAL by default

Hello everyone,

I faced with strange problem, as least for me, i am not guru in that area, but i had to upgrade exchange 2003 to exchange 2007. Exchange 2003 was installed by me as well a 4-5 years ago. So, i updated it follow step by step from technet, and now it is working great. But. When i create a new user - the attribute "OfflineAddressBook" is empty. I have OAB is called "GAL", i did it as default addressbook in GUI.

Now i just use the powershell command something like that "Get-mailbox | Set-Malbox -OfflineAddressBook "\GAL"

But that's only workaround, please someone share your knowledge how can i fix it?
