Unable to see PDF in Outlook but OWA can

Hi,

I need some expert advise on how to fix this issue. I have searched to resolve the issue and found this links but seemed

A user forwarded me the email that should have a PDF attachment and I received it in Outlook 2010. There is a paper clip but no attachment to download. I tried OWA and was there. I tried with Outlook 2003 and 2007 and not there too. After, I run KB954684, I forwarded the email I received to another user, logged on to that user and attachment is not there and but OWA has it.
