Limit OWA Sessions to a maximum of 1 for Exchange 2013 User

Hi there,

I have created new throttling policy and changed the OWAMaxConcurrency value from 20 to 1. Then applied this policy to a specific user using Set-Mailbox cmdlet.

However, even after this the user can open multiple OWA sessions. Has anybody been successful with this new option in Exchange 2013?
